What to build

Today the enabled Sources are saved as a fixed set the first time any toggle changes. From then on, a Source that is newly added to the curated catalog with "on by default" never switches on for an existing install, so new curated Sources stay invisible on a device that has been used before.

Make newly added default Sources switch on exactly once: the app remembers which curated Sources it has already seen, and when a Source that is on by default appears for the first time, it is enabled. Sources the user already turned off stay off, and Sources that are not on by default stay off.

This is groundwork for the catalog changes that follow.

Acceptance criteria

On an install that has saved toggles, a newly added on-by-default Source shows up enabled after the update
A Source the user switched off stays off across updates, even if it is on by default
A newly added Source that is off by default stays off
A fresh install still starts with exactly the on-by-default Sources
Unit tests cover these cases
